PROCEDURES FOR GRANTING THE STATUS OF PERMANENT
OBSERVER TO THE ORGANIZATION

THE PERMANENT COUNCIL OF THE ORGANIZATION OF AMERICAN STATES,

HAVING SEEN the report of the Committee on Juridical and Political Affairs on Amendment of the Procedures for Obtaining the Status of Permanent Observer to the OAS (CP/doc.2451/94);

CONSIDERING:

That through its Resolution AG/RES. 50 (I-O/71) the General Assembly established the status of permanent observer to the Organization and entrusted the Permanent Council with the task of determining the criteria and timing for giving effect to and implementing the provisions of that resolution;

That, in accordance with the provisions of Resolution CP/RES. 52 (61/72), the Permanent Council established the rules for granting the status of permanent observer and for accreditation of such observers to the bodies, agencies, and institutions of the Organizacion; and

That the permanent observers have contributed to the work of the various bodies of the Organization by promoting and strengthening cooperative ties with the development programs carried out by the Organization; and

TAKING INTO ACCOUNT that the Permanent Council considered it advisable to review Resolution CP/RES. 407 (573/84) "Revised procedures for granting the status of Permanent Observer" in accordance with the provisions of the OAS Charter,

RESOLVES:

  1. To thank the permanent observers for their support to the various programs carried out by the Organization, which have benefited the inter-American system.
  2. To retain the existing procedures for granting the status of permanent observer to the Organization, approved through Resolution CP/RES. 407 (573/84).
  3. To instruct the General Secretariat:
    1. To study administrative mechanisms for facilitating and making more productive the participation and cooperation of the permanent observers in the Organization's activities.
    2. To publicize more widely among the member states the cooperation of the permanent observers with the Organization's programs.
    3. To maintain more systematic and regular contact with the permanent observers and to inform them of the different activities, programs, and projects of the Organization in order to explore possibilities for cooperation and facilitate their participation in them.
    4. To report in due course to the Permenent Council on the measures mandated in operative subparagraph (c).
