SITUATION OF THE OAS/UN INTERNATIONAL CIVILIAN MISSION
THE PERMANENT COUNCIL OF THE ORGANIZATION OF AMERICAN STATES,
CONSIDERING:
The importance to the democratic process in Haiti of the International Civilian Missionestablished on October 8, 1991 by the Ad Hoc Meeting of Ministers of Foreign Affairs, at therequest of the legitimate President of Haiti, Jean-Bertrand Aristide;
That on July 11 this year, the de facto authorities in Haiti proceeded to declare the members of the OAS/UN International Civilian Mission to be undesirable and gave them 48 hours to leave Haitian territory;
That on July 11, the Secretary-General of the United Nations and the Acting Secretary General of the Organization of American States issued a joint statement in which they expressed their most vehement protest in the face of this deplorable event; and
That the Report submitted by the Acting Secretary General to the Permanent Council reports to this special meeting consultations and steps taken with the Secretary-General of the United Nations, the Special Envoy of both Secretaries-General, as well as with the Executive Director of the OAS/UN International Civilian Mission,
