NAMING OF ROOMS AT THE ORGANIZATION OF AMERICAN STATES
(Adopted at its session held on August 29, 2008)
THE PERMANENT COUNCIL OF THE ORGANIZATION OF AMERICAN STATES,
CONSIDERING:
That the architecture of the Headquarters of the Organization of
American States (OAS) reflects varied influences of its member states,
and that a number of its rooms have been named in honor of various
distinguished individuals who have contributed to the advancement of
hemispheric causes;
That two unnamed rooms, the Delegates’ Lounge in the Main hall and
Conference Room TL-76 in the General Services Building, as well as the
area of the Main Hall between the Aztec Patio and the Bolivar Room that
is used for exhibitions are suitable for naming;
RECALLING THAT, at the Regular Session of the Permanent Council held on
April 9, 2003, the Council confirmed its understanding that two rooms
would be available to the Caribbean member states for naming;
CONSIDERING FURTHER:
That, with the exception of the three facilities noted above, the
practice of naming rooms should be discontinued until such time as
additional rooms or other spaces that are considered appropriate for
this purpose become available; and
That, in the event that appropriate spaces do become available in
future, it would be helpful to adopt criteria for then naming of rooms
and other spaces at the OAS,
RESOLVES:
To adopt the following criteria as a framework to guide consideration
of, and decisions on, the naming of rooms at OAS Headquarters:
i) Decisions to name rooms after distinguished individuals will be taken
by resolution of the Permanent Council.
ii) Without prejudice to the right of member states to propose the names
of distinguished living individuals for this purpose, it is noted that
the usual practice has been to approve the naming of rooms after
individuals on a posthumous basis.
iii) Proposals for the naming of rooms will be considered and decided
upon by the Permanent Council in the order in which they are received.
iv) Member states that propose the naming of rooms in honor of
distinguished individuals should furnish the designated room with a
bust, portrait, or other appropriate commemoration of the individual so
honored, following approval by the Permanent Council of the proposal.
v) These same criteria will be applied to spaces at OAS Headquarters,
other than rooms, that may be considered appropriate for naming.
vi) These same criteria will also, as applicable, guide consideration
and decisions in the event that a member state proposes a name other
than that of an individual for a room or other space at OAS
Headquarters.
