The XVIII Meeting of the Conference Preparatory Working Group to Address Regional Preparations for World Conferences and Meetings will be held in México, DF, Mexico, on March 12, 2010. This meeting will consider preparations for the 2010 World Telecommunication Development Conference and the 2010 Plenipotentiary Conference of the International Telecommunication Union. d. Programs and policies for mass development of broadband access.

e. Next generation networks for developing countries.

f. Establishment of a Caribbean task force on spectrum management with the goal of improving spectrum management processes in the Caribbean States and developing harmonic approaches for the sub-region.

3. Preparation of the Plenipotentiary Conference (PP-10) (4 to 22 October 2010, Gudalajara, México):

a. Review of the Resolutions, Decisions and Recommendations of the Plenipotentiary Conference with a view to implementing modifications, revocations or editorial updates.

b. Review of the Strategic Plan for the Union. (Resolution 71, Rev. Antalya, 2006).

c. Review of the Financial Plan for the Union. (Decision 6, Marrakech, 2002).

d. Review de Revenues and Expenses for the Union. (Decision 5, Antalya, 2006).

e. Consideration of the Reports of the Council’s Working Groups: Financial Regulations; Human Resource Management; Languages; Budget and Administration; Security Definitions and Terminology – Use in ICTs; Terminology - Use in CS/CV; WSIS – Implementation of Outcomes; and WG Study – Participation of Relevant Stakeholders in WSIS-related Activities.

f.
