The V Meeting of PCC. I took place in
Asunción, Paraguay on August 3-6 with following
agenda and
calendar. It was inaugurated by Mr. José
Alberto Alderete, Minister of Public Works and Communications of
Paraguay and declared closed by Mr. Luis Reinoso, President of
CONATEL. The meeting was attended by Mr.Zhao, Director of the ITU’s
Telecommunication Standardization Bureau.
During the meeting there was a
workshop on IP Services, which addressed technological aspects and
examined factors related to regulation and public policy. The workshop
also studied the economic impact that the introduction of new
generation networks would have on the industry. To facilitate the
participation of countries unable to send delegates to the meeting and
of leading figures in the telecommunications industry in the Americas,
videoconferencing facilities were provided. The Workshop was held in
the framework of the Cooperation Agreement between CITEL-PCC.I and the
United States Telecommunications Training Institute (USTTI).
A second Workshop on Next Generation
Networks was held to afford the delegates of CITEL members, ITU staff,
and the representatives of operating companies and manufacturers an
opportunity to mention various factors to be considered in introducing
the new technology networks to be used in providing services in
convergence environments. The Workshop was supported by ITU-T.
The discussions addressed the
following topics: standards coordination, advanced technologies for
networks and services, mutual recognition agreements for conformity
assessment certification, economic and rate setting issues, and
preparation of the World Telecommunication Standardization Assembly
(WTSA) and the World Conference on International Telecommunications
(WCIT).
Outcomes of the meeting
The various Working Groups and
rapporteurs worked according to plan and achieved previously agreed
upon objectives and then established programs for the subsequent
period, with clear and concrete goals. The principal outcomes of the
meeting were as follows:
IP services: The finishing touches were put to the study of IP services, which
addresses technical, operational, and economic aspects of IP
technology, such as: voice characteristics in convergent networks;
service quality; interconnection; access charges; licensing; universal
service, economic aspects, and equipment.. The study includes analysis
of some experiences in the region.
INTERNET domain names: The meeting adopted the updated report
on Internet Domain Names, which contains a comprehensive explanation
of the way in which domain names are obtained in the countries of the
Americas; a selection of best practices; registration policy; the
administrative structure of the Network Information Centers (NICs) or
domain name managers; and costs of registration.
Inter-American Cybersecurity Strategy:
The meeting reviewed the
OAS General Assembly resolution adopting the inter-American
cybersecurity strategy, for which PCC.I wrote the part on network
infrastructure security, and a work plan was drawn up for compliance
with the mandates derived from the General Assembly decisions.
Internet
Governance:
A work plan was drawn up for preparing
a document containing common proposals of the countries of the
Americas for presentation to the Working Group established by the UN
Secretary-General on E-government as part of the preparations for the
Second Phase of the World Summit on the Information Society.
Advanced Networks Services: Based on the study of IP services,
work began on the construction of strategies and guidelines for
migration from traditional networks to the new generation networks,
bearing in mind the need to expand network coverage, the universal
service objective, service quality, the economic impact on operators,
and benefits for users.
Common Proposals for presentation to
the World Telecommunication Standardization Assembly (WTSA): Nine common proposals of the
Americas were definitively adopted for presentation to the WTSA, along
with four more that will be revised in order to achieve wording that
can be agreed upon by all the administrations.
The proposals refer to the way to
improve working methods and management of ITU standards, in such a way
as to ensure examination of the topics of greatest concern to
developing countries, such as rates, network security, and third
generation mobile systems.
Broadband technologies: The rapporteur presented his work
plan, which includes preparation of three documents: references
regarding available technologies; a list of best practices and case
studies for introducing broadband access technologies for social and
economic development; and a survey on introducing broadband access
technologies.
