Secretary General Highlights the Role of the OAS in Promoting and Defending Democracy before IADC

The Secretary General of the Organization of American States (OAS), José Miguel Insulza, highlighted the role of the Organization in "promoting and defending" democracy, during a presentation today to the 53rd class of the Inter-American Defense College (IADC) at OAS headquarters in Washington, DC.

Elaborating on these concepts, and to mark an historic difference, Secretary General Insulza recalled that at one time, during the meetings of the OAS "they spoke of democracy as an aspiration." "Today democracy is an obligation that is set forth in the Inter-American Democratic Charter," said the leader of the hemispheric Organization, citing the first article of the document: "The peoples of the Americas have a right to democracy and their governments have an obligation to promote and defend it." "Our job is to strengthen democracy, both in its origins, that is to say free elections, as well as in its exercise. A government must be democratic not only in its origins, but must also govern democratically, and this is a core issue for the Organization," said the Secretary General.

Before 55 IADC students and 40 advisers, the OAS Secretary General outlined the four pillars of the Organization - democracy, human rights, development and security - as well as the work carried out in each by the institution. The IADC is an international institute of education in which both the teachers and students come from across the region. The broad international participation provides a unique opportunity to exchange ideas and create a solid foundation to promote better understanding of the Inter-American system. The close collaboration between teachers and trainees fosters close personal and professional cooperation, enriched by the presence of students from diverse backgrounds.
