The Permanent Council of the Organization of American States (OAS) today received the former President of the Spanish government José Luis Rodríguez Zapatero, who explained the process of dialogue underway in Venezuela that he is participating in together with the former leaders of the Dominican Republic Leonel Fernández and Panama, Martin Torrijos.

The former Spanish President, who is carrying out the negotiations with the backing of the Union of South American Nations (UNASUR), said the dialogue between the Venezuelan government and opposition must “address the conflicts and controversies that have clearly existed between branches of government and institutions in Venezuela since the past elections to the National Assembly.”

Moreover, he said “reconciliation is an indispensable task,” and “essential.” “This involves issues of amnesty, pardons, reparation to victims. There is a truth commission set up by the government of Venezuela that could be the appropriate instrument,” added Zapatero. “It will be a long, hard and difficult process,” he concluded. The Permanent Council took note of the presentation.
