OAS SECRETARY GENERAL CALLS FOR STRONGER INSTITUTIONS
AND GOOD GOVERNANCE IN REGION

Delivering the benefits of democracy to all citizens remains one the main challenges facing many of the governments of the hemisphere, the Secretary General of the Organization of American States (OAS), José Miguel Insulza, said today.

Speaking at the Johns Hopkins University School of Advanced International Studies in Washington, D.C., Insulza outlined the problems that contribute to frail democracies, saying that in the last years “sixteen governments have not finished their terms.” He stressed the absence of “stronger institutions, judicial systems and transparency” as main causes for instability in Latin American and the Caribbean.

Although the Secretary General acknowledged rapid economic growth in the region, he stated that confidence in democracy remains low in some countries because of this political instability, as well as insecurity and high levels of poverty. Reducing extreme poverty in these countries, he said, “will without a doubt lead to more stable governments that are more responsive to the people.”

The Secretary General underscored the priority the OAS places on good governance and the promotion of equality, social development and the fight against poverty. However, he added that “we must go even further and be focused on providing our societies with enhanced conditions for good governance so as to ensure a high-quality democracy with quality institutions.”

Insulza said there are still many pending problems between OAS member states, including border and trade issues, and emphasized that “preventing conflicts and resolving disputes are among the essential purposes of the OAS.” The Secretary General also shared some of the important contributions that the Organization has made in the Western Hemisphere, noting the work of its ongoing mission to promote peace in Colombia and most recently the support it provided to the government and authorities in Haiti during the electoral process in that country.
