Ambassador Jacques Kross today presented credentials as Suriname’s new Permanent Representative to the Organization of American States (OAS). During the ceremony at OAS headquarters, in which Ambassador Kross presented his letters of accreditation to Secretary General José Miguel Insulza, the Surinamese envoy pledged to continue his country’s strong support for the hemispheric agenda, indicating his particular interest in advancing the initiative to create a Social Charter.
The Surinamese Ambassador described the proposed initiative as a vital instrument to complement the three existing pillars of the hemispheric organization’s work—the founding OAS Charter, the Inter-American Democratic Charter and the Declaration on Security in the Americas. “Now we have to complete this with the Social Charter,” Ambassador Kross said in a brief interview after the ceremony. He explained that the proposed instrument represents an important step in addressing the needs of the hemisphere’s citizens, a large percentage of whom live below the poverty line. In tackling the issue of poverty, the countries would also help to deal with a significant source of criminality, the diplomat added.
Secretary General Insulza welcomed Ambassador Kross, noting the particularly significance of his presentation of credentials as Suriname marks its 30th anniversary of membership in the OAS. Insulza said he looks forward to the contribution of the new Surinamese envoy to the member states’ efforts throughout the Americas.
This is the first ambassadorial assignment for Kross, who succeeds Ambassador Henry L. Illes. Kross has served his country in various high-level capacities, most recently as Director of the Ministry of Justice and Police. Prior to that he served as Suriname’s Minister of Social Affairs and Public Housing, having served earlier as Minister of Labor. He has also been a member of the National Election Bureau and Chairman of the Surinamese team of the Joint Surinamese-Dutch Anti-Narcotics Steering Committee.
Ambassador Kross had also chaired the Surinamese team during negotiations between his country and Brazil in 2003 on a range of issues, including treaties for extradition and mutual assistance in criminal matters. Among his academic credentials, he holds a Master of Laws degree from Suriname’s Anton de Kom University.
