  July 1, 2004

Nicaragua’s Permanent Representative to the Organization of American States (OAS) today assumed the chairmanship of the Permanent Council, the Organization’s second highest decision-making body.

Ambassador Carmen Marina Gutiérrez Salazar will serve as Permanent Council Chair for the next three months, while Belizean Ambassador Lisa Shoman serves as Vice Chair.

Accepting the gavel from the outgoing Chairman, Mexico’s Ambassador Miguel Ruiz-Cabañas, the Nicaraguan diplomat cited the modernization of the OAS Secretariat the transition to the new Secretary General’s administration, and security issues as priority on her agenda. “Nicaragua is assuming this responsibility with help from all of you,” she declared, adding that being Chair of the OAS Permanent Council is “a very special honor” for her and her country.

The Permanent Council Chair underlined the importance of cooperation as “what distinguishes us,” and she cited cooperation as the Organization’s most important legacy because it is the means by which member states have been brought together to enhance national processes.

Ambassador Gutiérrez also praised the Mexican Permanent Representative for his leadership of the Permanent Council for the past three months, and specially recognized his contributions as he prepares to conclude his tour as Mexico’s Ambassador to the OAS.

For his part, the outgoing Chairman reviewed his three-month chairmanship, asserting: “I can attest to the fact that the Permanent Council Chair has a tremendous responsibility.” Ambassador Ruiz-Cabañas went on to cite the preparations for and the convening of the OAS General Assembly, in Quito, Ecuador, in early June as the highlight of his term in office.

Several member state ambassadors and senior OAS officials were among those on hand for the ceremony.
