OAS SECRETARY GENERAL CONDEMNS ATTACK ON UNITED NATIONS POST IN LEBANON

The Secretary General of the Organization of American States (OAS), José Miguel Insulza, condemned the deaths yesterday of four United Nations observers during an Israeli bombing in Lebanon and sent his condolences to United Nations Secretary General Kofi Annan and to all staff members of that organization.

Insulza demanded a complete investigation of the circumstances that led to this tragic occurrence. He noted that what happened highlights the risks faced by those who work for peace in the most conflictive regions of the world and underscores the need to adopt the necessary diplomatic measures to end the hostilities than have had such a high human cost in Israel and Lebanon.

Secretary General Insulza reiterated the permanent condemnation by the OAS of terrorism in any form and, recognizing the right of all states to defend themselves against terrorist aggression, pointed out that such defense nevertheless must not mean the indiscriminate destruction of life and civilian property.

Insulza thus called for the immediate cessation of attacks against Israel from Lebanese territory and called on the Israeli government to exercise prudence in its response, in order to avoid the loss of more innocent victims.

He demanded that the parties put an immediate end to this conflict, taking into consideration the proposals that the United Nations Secretary General has made in this regard.
