Secretary General Insulza Praises Proposals of United States Senators on the OAS

The Secretary General of the Organization of American States (OAS), José Miguel Insulza, today praised the proposals contained in a bill submitted to the United States Senate by Senators Bob Menendez and Tom Udall (Democrats) and Bob Corker and Marco Rubio (Republicans), who emphasize the need for progress in the prioritization of the tasks the organization carries out, while recognizing the OAS as the principal political forum of the hemisphere.

The OAS leader noted the overlap between the senatorial initiative and the lines of argument in his Strategic Vision, which he delivered to the Permanent Council in January 2012 and reiterated at the beginning of 2013. "In essence,” said Insulza, “the Senators are saying what we have said consistently, with respect to the urgency of defining priorities in the work of the organization. The problem of the OAS is that it has too many areas of work to cover and it lacks the resources to do so.” Secretary General Insulza recalled that then-Secretary of State Hillary Clinton formulated a set of priorities on the issue in her speech at the 2010 General Assembly.

"On this we agree and we can not keep putting off a political debate on this, because in order to withhold or eliminate mandates, the discussion is at base a political one, not just one of numbers," said the Secretary General. "We look forward to working with the government of the United States and other governments in the region, within the Permanent Council and the General Assembly to strengthening the work of the OAS as the most important political forum in the region," he added.
