Each year the OAS Secretary General publishes a proposed Program-Budget for the coming calendar year. The OAS General Assembly meets in a Special Session to approve the Program-Budget. Find these documents from 1998-2013 here.
Each year in April, the OAS Board of External Auditors publishes a report covering the previous calendar year’s financial results. Reports covering 1996-2016 may be found here.
Approximately six weeks after the end of each semester, the OAS publishes a Semiannual Management and Performance Report, which since 2013 includes reporting on programmatic results. The full texts may be found here.

The OAS has discussed for several years the real estate issue, the funding required for maintenance and repairs, as well as the deferred maintenance of its historic buildings. PERMANENT REPRESENTATIVE OF ECUADOR PRESENTS CREDENTIALS TO OAS SECRETARY GENERAL

The Permanent Representative of Ecuador before the Organization of American States (OAS), Francisco Proaño Arandí, today presented his credentials to OAS Secretary General José Miguel Insulza, highlighting the “extremely positive course” taken by the Organization in recent years.
“I bring a message from President Rafael Correa and his Foreign Minister, Fander Falconí, with greetings and a commitment from Ecuador to continue cooperating with this Organization in all that may contribute to solve and help bring a solution to the problems in our continent,” said Ambassador Proaño.
The Permanent Representative of Ecuador, who described his assignment as “an enormous honor”, stressed that the OAS “is getting stronger on issues related to the principles held in the Organization’s Charter, defending democracy, promoting Human Rights and in policies of hemispheric security.”
Secretary General Insulza welcomed Ambassador Proaño and invited him to join the work of the OAS Permanent Council. The head of the OAS highlighted the close collaboration of previous Ecuadorian delegations with the Organization, a trend he said would surely continue with the new Permanent Representative.
“We thank you for your support to the Organization and are delighted because your presence here will play a significant role,” said Secretary General Insulza, who stressed that during his career Ambassador Proaño represented his government in six Latin American countries. “Your experience and knowledge will be a valuable contribution to this Permanent Council.”
The ceremony, held in the office of the Secretary General at OAS Headquarters in Washington, D.C., was also attended by the Permanent Representatives of Costa Rica, José Enrique Barrantes; Chile, Pedro Oyarce; Canada, Graeme Clark; and the Interim Representative of the United States, W. Lewis Amselem. The Chair of the Permanent Council was represented by the Minister Plenipotentiary of the Permanent Mission of Colombia, Carlos Iván Plazas.
