Each year the OAS Secretary General publishes a proposed Program-Budget for the coming calendar year. The OAS General Assembly meets in a Special Session to approve the Program-Budget. Find these documents from 1998-2013 here.
Each year in April, the OAS Board of External Auditors publishes a report covering the previous calendar year’s financial results. Reports covering 1996-2016 may be found here.

The Secretary General of the Organization of American States (OAS), José Miguel Insulza, today met with the President of the Foreign Affairs Committee of the Congress of Spain, Josep Antoni Duran i Lleida, who was accompanied by representatives of the legislature of that country.
During the meeting, the two discussed the programs the OAS and Spain have carried out together for years, and in particular discussed the possibility of strengthening ties with the Spanish Parliament with a view to enhancing programs currently being developed by the OAS through the Department of Political Affairs. To make this possibility a reality, both agreed to explore the next steps to be taken.
Secretary General Insulza recalled that Spain "has been a major contributor to the OAS for a long time," which is reflected in the different programs implemented by the Organization with Spanish support. Meanwhile, Duran i Lleida was very interested in the mandates of the OAS and the functioning of the Organization.
An important part of the projects implemented by the General Secretariat and financed by Spain have contributed to assisting electoral organizations; the Judicial Facilitators Program; the Program for Universal Civil Identity in the Americas, in particular civil registry projects; the Mission to Support the Peace Process in Colombia (MAPP/OAS); the Inter-American Court of Human Rights, especially the program for Strengthening the Supervision of the Implementation of the non-pecuniary remedies and provisional measures ordered by the Court .
Also present at the meeting, which was held at OAS headquarters in Washington, DC, were the Spanish legislators Daniel Serrano, Alexandre Sáez Jubero and Aitor Esteban Bravo; the counsel of the Foreign Affairs Committee of the Congress, Ana Aizpuru Segura; the Permanent Observer of Spain to the OAS, Ambassador Jorge Hevia; and the Secretary for External Relations of the hemispheric Organization, Ambassador Alfonso Quiñonez.
