Each year the OAS Secretary General publishes a
proposed Program-Budget for the coming calendar
year. The OAS General Assembly meets in a Special
Session to approve the Program-Budget. Find these

Each year in April, the OAS Board of External Auditors
publishes a report covering the previous calendar
year’s financial results. Reports covering 1996-2013
may be found here.
Approximately six weeks after the end of each semester,
the OAS publishes a Semiannual Management and Performance
Report, which since 2013 includes reporting on programmatic

The OAS executes a variety of projects funded by

The Inspector General provides the Secretary General

The OAS has discussed for several years the real
estate issue, the funding required for maintenance
and repairs, as well as the deferred maintenance
of its historic buildings. The General Secretariat
has provided a series of options for funding it.

Metrology for Sustainable Energy Technologies and the Environment (M4SET)
Technical Exchange on Energy Efficiency Testing for Refrigerators and Air Conditioners
This activity was implemented from April 2 to 20 of 2018. Two technicians from the Bureau of Standards Jamaica were trained at the National Association for Standardization and Certification (ANCE). The training was divided into two weeks in Mexico City focused on refrigerator testing according to AHAM HRF-1-2016 and one week in Monterrey focused on air-conditioner testing according to ISO5151.
For this activity, CROSQ and OAS were able to find co-financing from The National Metrology Institute of Germany (PTB) to ANCE. The BSJ was responsible for providing the technicians for the training, paying their salaries and giving them the required time away from their duty station to attend the training. In turn the BSJ will provide testing services to the rest of the CARICOM region as a part of the regional energy efficiency testing and labeling program.
Workshop Goals
To improve on the understanding, interpretation and the test methodology of the requirements of the test standards (AHAM Standard HRF-1-2008/NOM-015-ENER2012 and ISO5151).
To demonstrate understanding of the requirements of the standards via practical demonstration such as set up equipment for testing, calculation of sample test results, conducting volumetric calculation of refrigerators.
To compare both Jamaican and Mexican standards to determine similarities/differences in standards and the possible feasibility of participating in an inter-comparison activity with ANCE.
Understanding the requirements of Energy Efficiency Testing of refrigerators/freezers according to AHAM HRF-1-2016 and room air conditions as per ISO5151.
Accurately perform the calculations required for the energy label
Estimate the measurement uncertainty for the energy efficiency testing of both refrigerators and room air condition units.
