  • Promoting Educational Quality of Human Rights for School Teachers in Guatemala  From September to December, 2010, regional workshops, evaluation and coordination meetings were held in the framework of the project “Strengthening Educational Quality of Primary School Teachers in Human Rights”. This initiative was supported technically and financially by the Special Multilateral Fund of the CIDI (FEMCIDI). The workshops offered knowledge and appropriate skills related to the theme to the department officers, Human Rights department directors of the Ministry of Education. According to their testimonials, the events turned out successful since they were “live experiences of teachers” and “the initiative will benefit not only educators but also school children directly”. The project will culminate in elaborating a methodological guide of teaching human rights in schools of the country.
  • Mexico Granted Recognition to a FEMCIDI Project as Best Practice in Management In December of this year, the Secretariat of Public Education (SEP) of Mexico awarded the Recognition for Best Improvement in Management (RMG) of 2010 to the project “School Resource Center for Linkages, Communication and Training – CRECE”, an initiative financed by the Special Multilateral Fund of CIDI (FEMCIDI) in 2008. The project ranked first in the Administrative Management category, under the subcategory of Practices developed in Administrative Units, Campuses or Centers at preschool, primary and special levels. The CRECE, a program managed by the General Direction of Education Services in Iztapalapa and financed with the support of FEMCIDI, worked on improving learning through the application of official basic education plans and programs by making parents and communities co-responsible for continuous improvement of the students thereby working towards the development of a society with greater equality from the educational and social standpoints. The Recognition is part of an initiative for promoting the SEP as a more reliable and transparent institution in the management of resources.
    The selection of best practices in education in Mexico, this year, they focused on three aspects: the systematization and digitalization of process, the promotion in regulatory improvement and the impulse to a results-based quality culture.

  • The Inter–American Poetry Contest Gabriela Mistral Took Place with the Contribution from FEMCIDI - The Literary and Cultural Creation for Young Artist from Latin America   In the framework of upcoming Inter–American Year of Culture-2011, the poetry contest of children from Latin America was carried out with a non reimbursable financial contribution from FEMCIDI, and under the coordination of the National Council for Arts and Culture (CNCA) of Chile and the support of the Office of Education and Culture of the OAS.
    The event aimed at stimulating artistic creativity and literary expression for school children as well as their participation in the contest.For the selection of the best three poems under the theme “America”, a special jury composed of prestigious poets and writers of the Hemisphere gathered at the headquarters of the of the OAS, located in Washington D.C, USA on December 2 and 3. The contest’s result will be announced in next January through the contest’s website

  • A Colombian Delegation Visited the Project Reading without Borders, a Multinational Program for Reading Promotion Implemented with the Support of FEMCIDI   A Colombian delegation conformed of representatives from the National Library of Colombia and the Pan-American Foundation for Development (FUPAD) Colombia visited Peru from November 10 to 12 in order to evaluate and promote sustainability of the project named Reading without Borders, a program to promote reading in border areas of Ecuador, Peru and Colombia. 
    In the meeting the outcomes of the third year of the project was analyzed and it is also held a meeting with officials from the Ministry of Foreign Affairs of Peru and the Embassy of Colombia in Peru in order to discuss topics related to bi-national projects between Peru and Colombia.

  • The General Secretariat of the Central American Integration System (SICA) and the Special Multilateral Fund of the IACD (FEMCIDI) of the OAS, sign a cooperation agreement to develop the regional program on tourism culture training.  The agreement was signed for US$ 115,000 in order to develop the program “Capacity Building and Human Resource Training with Emphasis in Micro, Small and Medium Tourism Sector Enterprises of Central America”. The regional training program aims to educate the micro, small and medium enterprise in tourism culture, through the training of trainers and national workshops.
  • MERCOSUR Youth Parliament was Held to Propose the Middle School Desired by the Youth from Latin America The First MERCOSUR Youth Parliament was celebrated from October 16 to 18 in Montevideo, Uruguay in the framework of MERCOSUR Educativo (Educational MERCOSUR), with the financial support of FEMCIDI of the OAS. The young participants from Argentina, Bolivia, Brazil, Chile, Colombia, Paraguay and Uruguay, who were elected through national meetings, shared their visions and ideas about the middle school they want in the future.
    Through this event, young people presented the Declaration of Youth Parliament of MERCOSUR in which they expressed that: “we, young people, want to make it clear that we have the construction of our life in our hands. However, to achieve this we need not only a vote of trust but also the intellectual and material conditions which make it possible as of today and from different areas. We want and demand the institutionalization of the Youth Parliament of MERCOSUR in the region.” They also presented proposals for a better middle school system which they want based on 5 principles: educational inclusion, youth and work, citizen participation, gender and human rights.In closure of this exercise, the Declaration was submitted to the Ministers of Foreign Affairs of Argentina, Brazil, Paraguay and Uruguay in the 16th Plenary Session of MERCOSUR Parliament and to the President of Uruguay, Jose Mujica.
  • FEMCIDI Supports Paraguay in its Efforts to Promote the Popular Education as a Part of the Public Education Policy of the Country With the support of FEMCIDI, in the framework of the initiative to promote active citizenship and build the Public Policy of Permanent Education for youth and adults, the Paraguayan Ministry of Education and Culture organized a series of Popular Cultural Cycles entitled “Ñamyendy tata—Encendemos fuego” in which vulnerable social groups participated. This initiative aims to establish the government’s new administrative model and the civil society’s integration into the country. The meetings were held from September to October of the current year among representatives from civil society organizations and the Ministry. From this encounters, the participants opened a space for discussion which facilitated sharing their experiences and opinions in order to validate the methodology proposal and then engage their voices into the political process of the Popular Education. 
  • A Coordination Meeting takes place to Strengthen Local Response to Natural Disaster in Argentina’s Border Region As part of the FEMCIDI Project “Capacity Building for Local Response in Environmental Risk Management in the Argentina, Bolivia and Paraguay Border Region (through the articulation between local governments and community)”, a meeting was held among government officials from the border communities of Alberdi, Formosa and Salvador Mazza that are located in Argentina and Paraguay. The meeting aimed at building an improved cooperative system in emergency response among these towns.
  • Stimulus Plans for the Tourism Sector Given with the Support of FEMCIDI – 13 Municipalities of El Salvador are to Benefit While two international organizations support the creation of small tourism businesses [in El Salvador], entrepreneurs are calling attention to two problems: Pollution in the Gulf of Fonseca and the necessity to bring the Port of “La Union” to full operational level.The Organization of American States (OAS) supports the Ministry of Tourism (MITUR) and the Salvadorian Tourism Cooperation (Corsatur) to promote small enterprises development in the Gulf of Fonseca. The project promoted by the OAS costs over $132,000 and is directed to micro, small and medium touristic enterprises of 13 municipalities that make up the communities of the Gulf of Fonseca (Asigolfo). Mitur and Corsatur are going to invest $41,000 and the OAS will donate another $91,000. The project includes training in reception, customer service, setting up of events, best practices, cost estimates and investment, accounting, business management, local crafts development and food handling.
