The OAS Secretariat for Multidimensional Security (SMS) promotes and coordinates cooperation among Member States, the Inter-American System, and other international bodies to effectively address security threats. With the vision of becoming the leading hemispheric authority, the SMS operates under the Declaration on Security in the Americas, which introduces a multidimensional approach encompassing traditional threats and new concerns. Additionally, the SMS serves as the branch of the General Secretariat responsible for supporting the Committee on Hemispheric Security of the OAS Permanent Council, strengthening its central role in the regional security framework.

Building a Secure Future for All: The OAS Commitment to the Region

In an increasingly interconnected world, development and security are closely linked. Sustainable progress is impossible without a safe and stable environment, and security cannot be guaranteed without promoting comprehensive societal development. It is with this conviction that the Charter of the Organization of American States enshrined as its primary purpose "to strengthen the peace and security of the continent."

However, violence and crime have been persistent issues in the Americas, posing a threat not only to the physical well-being of citizens but also to the strength of democratic institutions. Our continent, home to 12.5% of the world's population, accounts for one in three homicides globally, with over 7 out of 10 committed with firearms. This issue carries a high economic, social, and human cost, particularly affecting the most vulnerable populations in our countries. Insecurity has become a significant hindrance to progress for the entire region.

Promoting security is an urgent challenge that requires a multidimensional approach—one that encompasses prevention, law enforcement, social reintegration, and institutional strengthening.

The OAS Secretariat for Multidimensional Security (SMS) positions itself as a vital tool for member states in addressing this challenge. The organization possesses the technical capacity and necessary experience to assist in implementing effective security strategies. Our team of experts is prepared to support institutional and operational advancements and work closely with national authorities to strengthen their capabilities.

Nevertheless, the OAS's commitment goes beyond technical assistance. The organization is firmly dedicated to tirelessly coordinating efforts at hemispheric, regional, and subregional levels. Recognizing that security challenges know no borders, the OAS aims to be a bridge between various stakeholders, facilitating the exchange of information, best practices, and resources to build a united front against crime and violence. Together, we can lay the foundation for a more secure and prosperous future for all.



Structure
The Inter-American Drug Abuse Control Commission (CICAD), a consultative and advisory body to the OAS, serves as a forum for addressing the drug problem. It provides technical assistance for capacity building and, since 1986, has promoted regional cooperation to address the evolving challenges of drug control.
The Department against Transnational Organized Crime (DTOC) was created in 2016 and its main purpose is to provide technical and legislative assistance to OAS Member States to confront and respond to transnational organized crime in its different manifestations.
The Executive Secretariat of the Inter-American Committee against Terrorism (CICTE) supports Member States in their efforts to prevent and counter terrorism through programs on topics such as cybersecurity, border controls, prevention of the proliferation of weapons of mass destruction and violent extremism
The Department of Public Security (DSP) supports the Member States in the assessment, prevention, diagnosis, and response to security threats in the Americas. DSP actions include providing technical assistance, contributing to the implementation of regulatory frameworks, and promoting international cooperation and horizontal exchange to strengthen public security in the region.
