SOLIDARITY WITH THE SECRETARY GENERAL OF THE ORGANIZATION OF AMERICAN STATES
(Resolution adopted at the fourth plenary session, held on June 4, 1996)
THE GENERAL ASSEMBLY,
CONSIDERING:
That one of the essential purposes of the Organization of American States is to guarantee the defense and furtherance of the fundamental rights of the human person;
That the Organization has vigorously risen to the defense of those rights on numerous occasions when they have been transgressed in the Hemisphere; and
That kidnapping is an act that flouts the norms governing the legal order of the member states and constitutes a clear violation of human rights; and
TAKING NOTE:
Of the distressing and reprehensible deed represented by the kidnapping of Juan Carlos Gaviria and the threats uttered against his life; and
Of the press release of June 3, 1996, in which the Inter-American Commission on Human Rights condemns that kidnapping and urges the group holding him captive to respect his life and physical safety,
RESOLVES:
1. To express its profound solidarity with the Secretary General of the Organization, César Gaviria Trujillo, and its hope that this painful situation will be resolved promptly in a manner satisfactory to him and his family.
2. To call upon the abductors of Juan Carlos Gaviria to release him immediately, unharmed.
