OBSERVATIONS: The International Commission of Jurists, created by the Convention, met at Rio de Janeiro from June 26 to July 19, 1912. It was reorganized under the name of International Congress of Jurists by Resolution of the Fifth International Conference of American States, and met at Rio de Janeiro from April 18 to May 20, 1927.
The machinery for the codification of international law, after the Third Conference, was modified and amplified from time to time by resolutions. In 1948 it was incorporated in the Charter of the OAS (A-41), which was amended by the Protocol of Buenos Aires (B-31).
