A-63: INTER-AMERICAN CONVENTION AGAINST THE ILLICIT MANUFACTURING OF AND
TRAFFICKING IN FIREARMS, AMMUNITION, EXPLOSIVES, AND OTHER RELATED MATERIALS

1.- Argentina.- Reservation: entered upon depositing the instrument of ratification.

"The Argentine Republic enters a reservation to Article 1, Definitions, paragraph 3, Firearms, of the Convention inasmuch as it excludes from the definition of firearms the phrase "except old, pre-twentieth century firearms or reproductions of them" at the end of said paragraph.

October 9, 2001.

 

On May 23, 2008, Argentina informed the depository on the designation of the
Ministry of Foreign Affairs, International Commerce and Worship / Directorate-General for Legal Affairs as the central authority.

 

2.- Uruguay.- On June 2, 2004, Uruguay appointed as single point of contact pursuant to Article XIV of The Inter-American Convention Against the Illicit Manufacturing of and Trafficking in Firearms, Ammunition, Explosives, and Other Related Materials:

3.-Ecuador.-Designation of Central Authority (March 1, 2005)

On March 1, 2005, Ecuador appointed the National Authority in charge of the bestowal of arms authorizations or licenses:

On July 13, 2012, Ecuador  informed on the designation of the "Sr. Contralmirante Gustavo Páez Guamán - Director de Logística y el Sr. Coronel Washington Buñay Guevara - Jefe del Departamento de Control de Armas del Comando Conjunto de las Fuerzas Armadas" as the Central Authority for the purpose of the Inter-American Convention Against the Illicit Manufacturing of and Trafficking in Firearms, Ammunition, Explosives, and Other Related Materials.

 

4.-Panama.-Designation of Central Authority

On May 26, 2005, Panama appointed the Dirección Institucional en Asuntos de Seguridad Pública del Ministerio de Gobierno y Justicia as point of contact for the purposes related to the Inter-American Convention against the Illicit Manufacturing of and Trafficking in Firearms, Ammunition, Explosives, and Other Related Materials.

 

On February 28, 2022, Panama informed the depository on the designation of the "Oficina para la ejecució de los Tratados de Asistencia Legal Mutua Ministerio de Gobierno” as the Central Authority for the purpose of the Inter-American Convention against the Illicit Manufacturing of and Trafficking in Firearms, Ammunition, Explosives, and Other Related Materials.

 

5. -Belize.-

On August 7, 2011, Bolivia informed on the designation of the "Ministerio de Defensa" as the Central Authority for the purpose of the Inter-American Convention against the Illicit Manufacturing of and Trafficking in Firearms, Ammunition, Explosives and Other Related Materials.

 

6. -Costa Rica.-

On July 26, 2013, Costa Rica informed on the designation of the "Oficina de Asesoría Técnica y Relaciones Internacionales (OATRI) - Ministerio Público, Fiscalía General de la República de Costa Rica" as the central authority for the Inter-American Convention Against the Illicit Manufacturing of and Trafficking in Firearms, Ammunition, Explosives, and Other Related Materials.

 

7. -Brazil.-

On April 18, 2011, Brazil informed on the designation of the "Ministerio de Justicia" 
as the Central Authority of the Inter-American Convention Against the Illicit Manufacturing of 
and Trafficking in Firearms, Ammunition, Explosives, and Other Related Materials.

 

On August 19, 2016, Brazil informed the depository on the designation of the Department of Assets Recovery and International Legal Cooperation (DRCI) at the central authority of the Inter-American Convention Against the Illicit Manufacturing and Trafficking in Firearms, Ammunition, Explosives and Other Related Materials.

 

8. -Chile.-

On February 2, 2018, Chile informed the depository on the designation of the Unit for International Trade and Extradition of the National Prosecutor Office of the Public Ministry (Unidad de Comercio Internacional y Extradiciones de la Fiscalía Nacional del Ministerio Público) as the central authority for the following instruments:
- The Inter -American Convention on Mutual Assistance in Criminal Matters;
- The Inter-American Convention Against Corruption, and
- The Inter-American Convention Against Illicit Manufacturing of and Trafficking in Firearms, Ammunition, Explosives, and Other Related Materials.
