Advice to Council No. 01-01. The Joint Public Advisory Committee (JPAC) of Environmental Cooperation (CEC) advice to Council to develop and coordinate an integrated process for an optimal transportation implementation pilot plan in North American transborder corridor to create an optimal transportation plan in that pilot sector for a clean corridor program. The Council, the governing body of the Commission for Environmental Cooperation (CEC), is composed of the environment ministers (or the equivalent) of each country. It meets at least once a year to discuss CEC programs and activities. The current Council includes the Canadian Environment Minister, the Mexican Secretary for Environment and Natural Resources (Semarnat); and the Administrator of the US Environmental Protection Agency.

This report provides a detailed investigation into the ways in which U.S. and Mexican firms are attempting to overcome the difficulties of cross-border transportation and distribution. In great part, this is occurring via partnerships, strategic alliances, and other kinds of business ventures designed to facilitate cross-border transfers of technology, capital, and expertise. Through a case study approach, the study looks at how several firms involved in cross-border transportation and distribution are using these types of cooperative ventures to expand effectively and profitably into the markets opened in Mexico by NAFTA.
