Education for All. Dakar, 2000

The third chapter of Miami Summit's Plan of Action "Eradication of poverty and discrimination in the hemisphere" covers the 16th initiative on education. This initiative is supported by heads of State who advocate for access to quality education, professional training and adult education, technical and magisterial training, greater access to higher education and the strengthening of its quality, universal access for women to education, strategies to overcome nutritional insufficiencies, and descentralization and community participation" The heads of state affirmed that education is the "foundation for social and cultural sustainable development, economic growth and democratic stability" In Santiago de Chile (1997) and Mexico City (1997) two meetings were held to coordinate the implementation of the Summit's mandate. At the last meeting, they suggested ministerial meetings within the OAS to be the forum for debate on the implementation of educational initiatives.

Antecedents

World Conference on Education for All. Jomtien, 1990

In 1990, at the World Conference on Education for All in Jomtien, Thailand, 155 countries, 200 governmental organizations and 150 NGOs reaffirmed education as an universal right by assuming the commitment of achieving education for all. During this meeting, participants reviewed basic learning needs and recognized that when these needs are covered, individuals are empowered to assume responsibilities and commitments with the society they inhabit.

Product of this conference is the World Declaration on Education for All, which advocates for the satisfaction of the basic learning needs through universalization and promotion of equity; focusing on learning achievements with active and participative approaches; widening the perspective on basic education; nurturing the learning environment and strengthening collective action on education at all levels.
