Each year the OAS Secretary General publishes a proposed Program-Budget for the coming calendar year. The OAS General Assembly meets in a Special Session to approve the Program-Budget. Find these documents from 1998-2013 here.
Each year in April, the OAS Board of External Auditors publishes a report covering the previous calendar year’s financial results. Reports covering 1996-2016 may be found here.
Approximately six weeks after the end of each semester, the OAS publishes a Semiannual Management and Performance Report, which since 2013 includes reporting on programmatic results. The full texts may be found here.

The OAS has discussed for several years the real estate issue, the funding required for maintenance and repairs, as well as the deferred maintenance of its historic buildings. DURANTE LA SESIÓN EXTRAORDINARIA DEL CONSEJO PERMANENTE DE LA OEA PARA CONOCER EL INFORME PRELIMINAR DEL GRUPO DE ALTO NIVEL QUE VISITÓ PERÚ

La misión del más alto nivel que el Consejo Permanente envió a Lima es el estricto cumplimiento de esa solidaridad americana que hace a la razón misma de esta institución.
No es la primera vez que las autoridades peruanas a lo largo de la historia de la OEA han convocado a sus miembros para asistirlos en defensa de sus instituciones democráticas.
Y cada una de estas veces, tanto el Consejo Permanente como la Secretaría General han respondido de inmediato con el mismo objetivo: facilitar entre peruanos la solución de sus dificultades.
Por ello, cuando el 12 de octubre de este año, el Señor Presidente del Perú nos solicitó la aplicación de la Carta Democrática Interamericana con el fin de “preservar la institucionalidad democrática y el legítimo ejercicio del poder”, solicitamos la inmediata reunión del Consejo Permanente, que no dudó en considerar dicha solicitud y por aclamación resolvió designar un grupo de alto nivel.
A menos de un mes y medio de dicha decisión el Grupo presenta su informe. Esta misión no puede ser vista fuera del propósito fundamental que nos reúne a todos en el marco de la OEA y para la que sólo la OEA ofrece el marco jurídico e institucional para ello: la defensa en común de la democracia entre nuestros países.
Nos corresponde agradecer a quienes integraron esta misión. La alta jerarquía de sus integrantes es un claro símbolo del compromiso regional con la democracia peruana.
Valoramos especialmente los hallazgos del grupo y hay elementos de preocupación: las referencias a que en Perú hay un pronóstico reservado, que la democracia peruana está en cuidados intensivos, una guerra civil entre instituciones públicas, el acoso permanente y la confrontación entre poderes.
Esto hace saber claramente de los diferentes elementos a los cuales fueron señalados en la necesidad de preservar la institucionalidad y la democracia.
Recomendaciones formuladas que creemos deben ser consideradas en un próximo Consejo Permanente y una resolución al respecto que tienen que ver con una tregua que permita el trabajo de las instituciones, una tregua de 100 días que permita abordar este tema de la institucionalidad y su solución. Es necesario un diálogo profundo entre instituciones y actores políticos y sociales en el país y debemos tener claro que estos pedidos también tienen que ver con variables políticas y sociales dentro del país.
Somos conscientes que esto es el comienzo de un trabajo y que, al respecto, en el contexto del ejercicio de sus funciones por parte de esta misión, las partes políticas en Perú deberían abstenerse de innovar y realizar actos que signifiquen afectar la institucionalidad actual.
