The Office of the Special Rapporteur for Freedom of Expression announces official visit to Peru

The Office of the Special Rapporteur for Freedom of Expression (SRFOE) of the Inter-American Commission on Human Rights (IACHR) announces its first official visit to Peru between May 16 and 20, with the objective of assessing the situation of freedom of expression in the country.

During the visit, the Special Rapporteur will meet with government authorities from the three branches of government, journalists, media representatives and academics. The purpose of these meetings is to evaluate the situation on the ground with an intersectoral approach that will allow the issuance of a special report with recommendations on the promotion and protection of the right to freedom of expression in Peru. The delegation will compose the Special Rapporteur for Freedom of Expression Pedro Vaca, and staff from the Rapporteurfs Office and the Executive Secretariat of the IACHR.

In early 2022, the Office of the Special Rapporteur received communications from civil society organizations requesting an official visit to Peru to monitor the situation of freedom of expression and press freedom in the country.

The Office of the Special Rapporteur thanks the State of Peru for expressing its consent for the visit and for its cooperation in planning the agenda of activities. The Office also acknowledges the efforts of several civil society organizations dedicated to the promotion and defense of freedom of expression to carry out activities and meetings within the framework of this official visit.

The Special Rapporteur calls on civil society organizations and other interested parties to submit any information they consider relevant for his consideration on the following topics:

  • Recent information, analytical reports and proposals from civil society on the situation of the right to freedom of the press and expression in Peru and its regulatory framework.
  • Information on policies, programs and legal framework regarding access to public information, government transparency and restrictions on press coverage.
  • Information regarding the use of judicial mechanisms against journalists and the media for the expression of legitimate ideas, opinions and information, as well as specific cases that can be understood as strategic lawsuits against public participation (SLAPP).
  • Information about policies, programs and legal frameworks on diversity and pluralism in the media.
  • Information regarding recently approved bills and regulations that may affect the exercise of freedom of expression.
  • Information related to violence against journalists.
  • Information on the right to social protest in the country.
