Washington, D.C. - —On August 12 and 13, 2024, the Inter-American Commission on Human Rights (IACHR) conducted a follow-up visit to Peru to assess the implementation of the recommendations contained in its Report on the Human Rights Situation in Peru In the Context of Social Protests, issued on April 23, 2023.
The delegation, led by Commissioner Stuardo Ralón, Rapporteur for Peru, met with a wide range of Peruvian authorities, including representatives from the Presidency of the Council of Ministers, the Ministry of Foreign Affairs, the Ministry of Justice and Human Rights, the Ministry of Health, the Ministry of Education, the Ministry of Women and Vulnerable Populations, the Ministry of Culture, the Ministry of the Interior, the Ministry of Defense, the Public Ministry, the National Board of Justice, electoral bodies, the Ombud's Office, the Constitutional Court, and Congress. The delegation also met with civil society organizations and legal representatives of victims affected by the social protests of 2022 and 2023. A high-level meeting was held with the President of the Council of Ministers, the Minister of Foreign Affairs, and the Minister of Justice and Human Rights,
During these discussions with authorities, human rights defenders, and civil society, the IACHR received updates on the progress and challenges surrounding the implementation of its recommendations. This included reports from the Attorney General's Office on the ongoing investigations into human rights violations described in the Report on the Situation of Human Rights in Peru, and information from various authorities and civil society representatives regarding democratic institutions, which are also covered in the report.
The IACHR expresses its gratitude to the Peruvian authorities, human rights defenders, and civil society representatives for their participation in these meetings and their commitment to open dialogue.
The IACHR is a principal and autonomous body of the Organization of American States (OAS), whose mandate stems from the OAS Charter and the American Convention on Human Rights. The Inter-American Commission has the mandate to promote the observance and defense of human rights in the region and acts as an advisory body to the OAS on the matter. The IACHR is made up of seven independent members who are elected by the OAS General Assembly in their personal capacity, and do not represent their countries of origin or residence.
