The Organization of American States (OAS) and the Municipality of Merlo in the province of Buenos Aires, Argentina, signed an agreement today at the headquarters of the hemispheric institution that seeks to promote innovation, transparency and digital inclusion.

OAS Secretary General Luis Almagro said that municipalities must strengthen their capacity for intermediation and political representation and seek ways to be more capable of accompanying and leading actions aimed at addressing the problems faced by their citizens. In this sense, Secretary General Almagro welcomed the agreement with the City of Merlo because "the democratization of technology, as well as digital inclusion and literacy should enable the activation of processes that promote both the universality of the Internet and the digital empowerment of citizens."

For his part, the Mayor of Merlo, Gustavo Menéndez, said that the agreement is an opportunity that opens "an irreversible path of cooperation, working for the strengthening of democracy and that allows us to access a modern digital agenda by adding knowledge and technologies that we do not have so far." "There are many other mayors in Argentina who are paying close attention to this agreement with the hope of being able to join, understanding that, due to the political and legal system we have in my country, the municipalities, which are the first display of the State, have a relevant role" in the life of the people, added Mayor Menéndez.

The memorandum signed establishes an action plan through which the Unit for Support to Representative Institutions of the OAS Secretariat for the Strengthening of Democracy will accompany the Municipality of Merlo in its efforts to transform its institutional culture and promote a more digital ecosystem that allows it to connect and educate its citizens, in addition to collaborating with other bodies of the Province of Buenos Aires and the Argentine State.
