The Permanent Representative of Dominica to the Organization of American States (OAS), Hubert J. Charles, presented his book, “Advocacy and Change: Promoting Innovative Approaches to Education and Culture" at the Organization’s Columbus Library.

In the book, Ambassador Charles presents an incisive analysis of the challenges faced by developing nations that seek to achieve universal education amidst a constellation of problems posed by globalization, technological changes, the HIV crisis, and racial conflicts. The Representative from Dominica suggests that developing countries cannot afford the luxury of having an educational system without a vocational component, since this component would give the system a greater ability to respond to its needs.

The book presentation was organized by Paul Prompt Youri Emmanuel, Advisor and Alternate Representative of the Mission of Haiti to the OAS, in an event presided by the Permanent Representative of Costa Rica, Enrique Casillo Barrantes, in his role as Chairman of the Group of Friends of the Library.
