New Hemispheric Anti-Drug Strategy to Be Subject of Debate at OAS Meeting

The revision and updating of the Anti-Drug Strategy in the Hemisphere, which guides countries in the formulation of public policy to confront drug abuse, will be the central theme of the forty-seventh regular session of the Inter-American Drug Abuse Control Commission (CICAD) of the Organization of American States (OAS).
The meeting will be held from May 3 to 5 at OAS headquarters in Washington, D.C.
Present at the meeting will be the Assistant Secretary of State of the Bureau for International Narcotics and Law Enforcement Affairs (INL) of the United States and CICAD Chair, David T. Johnson, and the Director of the Office of National Drug Control Policy (ONDCP) of the United States, Gil Kerlikowske. The OAS Secretary General, José Miguel Insulza, will deliver a message via video.
One year ago, Secretary General Insulza made a call to OAS member countries to begin a process of revision of the Anti-Drug Strategy in the Hemisphere. Twelve months later, the new text emphasizes, among other things, the respect for human rights; the concern for drug addiction as a chronic disease that must be dealt with as a subject of public health care; and drug treatment as an alternative measure to incarceration of drug addicted offenders.
The CICAD meeting will explore these and other related subjects, among them: the analysis of the recommendations of the Multilateral Evaluation Mechanism (MEM), which measures the progress of OAS member states in their response to the global problem of drugs; the role of the community in prevention, treatment and recovery; marihuana’s toxicity, risks and trends; and the new trends in the use, prevention and control of synthetic drugs.
