NEGOTIATORS URGED TO CONCLUDE HEMISPHERIC
DECLARATION ON INDIGENOUS PEOPLES’ RIGHTS AS PRIORITY

Concrete concerns must now be formulated so priority can be given to concluding the Draft American Declaration on the Rights of Indigenous Peoples, Organization of American States (OAS) Acting Secretary General Luigi R. Einaudi has asserted. He said the process must be concluded as a matter of priority because “vexing situations continue to afflict more and more people, some of whom experience incredible suffering.”
Einaudi expressed his views while addressing member state and indigenous peoples’ representatives at the start of the two-day fourth special meeting of the Organization’s Working Group to Prepare the Draft American Declaration on the Rights of Indigenous Peoples. This meeting follows a three-day meeting that ended Wednesday, in which delegates continued negotiations seeking consensus on the Draft Declaration.
“I believe it is now time for everyone to redouble efforts to conclude this process,” said Einaudi, referring to the initiative started several years ago to draft a hemispheric declaration on the rights of indigenous peoples, under the aegis of the OAS.
Another contribution to the opening session was made by Celeste McKay, of the Native Women’s Association of Canada. Speaking on behalf of the Indigenous Caucus, she argued that neither indigenous peoples nor the governments can, nor should, “negotiate” human rights, as “human rights are inherent and inalienable.”
Furthermore, McKay stressed in response to calls for expedited conclusion of the Draft Declaration, “Indigenous peoples will not sacrifice the content of the declaration for speed in its approval.”
Among other matters, the Working Group will review the status of progress and will assess the level of consensus reached on the draft Declaration and discuss preparations for the Second Summit of the Americas on Indigenous Peoples, and will consider a possible date for the conclusion of the final phase of negotiations for adoption of the Draft Declaration.
