AT OAS, PANAMA DEPOSITS PROTOCOL AMENDING CONVENTION ON
INTERNATIONAL AMATEUR RADIO PERMIT

Ambassador Aristides Royo, Panama’s Permanent Representative to the Organization of American States (OAS), today deposited with the hemispheric body his government’s Protocol of Amendment to the Inter-American Convention on an International Amateur Radio Permit.

In accepting the documents from the Panamanian diplomat, OAS Secretary General José Miguel Insulza said, “This Protocol incorporates into the Convention a provision for reciprocal treatment for amateur radio operators who produce an international radio permit and for permit holders from any member state of the European Conference of Postal and Telecommunications Administrations (CEPT).”

Recalling that the Protocol was signed on June 10, 2003, at the 33rd regular session of the OAS General Assembly, held in Santiago, Chile, Insulza noted this is clearly an important Protocol not only because it helps communities during emergencies, but also because it helps countries to consolidate their relations by keeping their citizens in constant communication.

Ambassador Royo explained that his country places great importance on this Convention “because it is a tool to promote and facilitate an invaluable technology exchange between and among radio operators of Europe and the Americas by way of multilateral permit arrangements.”

The Panamanian diplomat further cited substantial benefits to be derived from reduced administrative and logistical costs when radio permit holders are allowed to operate temporarily without the need for additional permits and without having to pay the associated fees, taxes or rates.”

On November 21, 2006, the Republic of Panama became the first country to sign the Protocol of Amendment to the Inter-American Convention on an International Amateur Radio Permit. With today’s Protocol deposit, Panama has also become the first country to ratify the instrument, in keeping with article 4, following National Assembly of Deputies passage, through Law No. 61 of December 21, 2007.
