OAS AND INTERNATIONAL RED CROSS SIGN AGREEMENT ON
DISASTER RISK REDUCTION IN LATIN AMERICA AND CARIBBEAN

OAS Secretary General César Gaviria and the International Federation of Red Cross and Red Cresecent Societies’ Secretary General Markku Niskala signed a historic agreement today to step up cooperation to reduce vulnerability to natural disasters in Latin America and the Caribbean. The agreement calls for developing and implementing joint initiatives to support OAS member states in Latin America and the Caribbean “in achieving a process of vulnerability reduction” through the coordinated efforts of the International Federation, National Red Cross societies, and the OAS.

Under the agreement, the OAS and the Geneva-based International Federation will identify areas consistent with their respective objectives and mandates and the objectives of OAS member states to help improve conditions for those living in areas prone to natural disasters. Cooperation will focus on reducing or eliminating “avoidable vulnerability to such disasters.”

Underscoring the importance of this collaboration, Niskala cited the vast experience both institutions are bringing to the effort, and noted his organization is already engaged in grass-roots programs in a number of Central American countries.

For his part, Gaviria stressed the OAS’ admiration for the work of the Red Cross worldwide, underscoring as well the expertise developed by the OAS over the years in natural disaster prevention, particularly in the Caribbean. He welcomed this new initiative, saying it will undoubtedly help raise awareness among the populations but also among public and civil society organizations.
