PEACEKEEPING AND SECURITY IN AMERICAS A FUNDAMENTAL OAS MISSION, HONDURAN ENVOY ASSERTS

  June 20, 2002

In addition to its commitment to democracy in the Americas, the Organization of American States (OAS) has a fundamental role in peacekeeping and security, according to the new Honduran Permanent Representative, Salvador Rodezno.

In his first address before the Permanent Council, the Honduran diplomat identified violence, terrorism, international crime, corruption, impunity, environmental degradation and extreme poverty among issues that "call for cooperation, policy coordination and joint action at the hemispheric level."

Ambassador Rodezno suggested that the OAS effectively tackle structural inequalities in the Americas by pursuing partnerships. He said the Inter-American Agency for Cooperation and Development (IACD) "must play a decisive role in delivering more of the benefits of prosperity to the less fortunate."

On the growing hemisphere-wide consensus on democracy, the Ambassador declared that "the Inter-American Democratic Charter, adopted in Lima, Peru, last September 11 to defend and promote the values it espouses, most eloquently articulates this shared belief about democracy."

Democracy cannot be practiced without due consideration to human rights, Ambassador Rodezno warned, reiterating his government's unconditional support for "the inter-American human rights protection and promotion system and, in particular, for the work of the Inter-American Court of Human Rights and the Inter-American Commission on Human Rights."
