OAS SECRETARY GENERAL: DOUBTS ABOUT EFFECTIVENESS OF FENCE BETWEEN MEXICO AND THE UNITED STATES

The Secretary General of the Organization of American States (OAS), Jose Miguel Insulza, today said he had a different view with respect to the decision by the United States Congress, to approve funds to begin construction of a fence along the U.S-Mexico border, to prevent illegal immigration.

Insulza said he had doubts about the effectiveness of an initiative which, in his view, could create diplomatic frictions and deteriorate relations among friendly nations and which will not hinder migration driven by socioeconomic conditions which will remain unresolved. He argued that such a measure that is presumably based on national security considerations, rather than yielding positive results will damage hemispheric relations, without doing anything to reconcile the realities of receiver countries and those countries from which migration originates.

Secretary General Insulza expressed his conviction that bilateral and regional dialogue is the only viable instrument in the quest for realistic options more in keeping with the democratic values shared by the hemisphere’s nations. He therefore urged countries to continue dialogue in order to address the situation of migrants and facilitate an orderly flow that is compatible with the realities of globalization.
