Each year the OAS Secretary General publishes a proposed Program-Budget for the coming calendar year. The OAS General Assembly meets in a Special Session to approve the Program-Budget. Find these documents from 1998-2013 here.
Each year in April, the OAS Board of External Auditors publishes a report covering the previous calendar year’s financial results. Reports covering 1996-2016 may be found here.
Approximately six weeks after the end of each semester, the OAS publishes a Semiannual Management and Performance Report, which since 2013 includes reporting on programmatic results. The full texts may be found here.

The OAS has discussed for several years the real estate issue, the funding required for maintenance and repairs, as well as the deferred maintenance of its historic buildings. NEW AMBASSADOR OF PANAMA TO THE OAS PRESENTS CREDENTIALS

Ambassador Guillermo Alberto Cochez Farrugia presented Friday to the Secretary General of the Organization of American States (OAS) José Miguel Insulza, his credentials as Permanent Representative of Panamá to the institution.
At the event, Ambassador Cochez said that for him “it is a real honor to have been appointed to this position and to be able to contribute to the activities of this hemispheric forum”.
“I think that the Organization should continue to be strengthened as it has been happening recently. I am convinced that our country will contribute to the consolidation of this institution, one that is very important for the social and political democracy of our nations” he said.
Welcoming the new Panamanian ambassador, Secretary General Insulza said that Ambassador Cochez represents “a government recently elected by the people of Panamá during the elections that the OAS was honored to observe, and that revealed the high quality of democracy that the country has achieved”.
Insulza pointed out that in the Organization he leads “there is an environment for dialogue, as an instrument that we have always been trying to promote in our daily duties. This dialogue refers to freedom of thought and to the readiness to listen to other’s ideas”. Insulza also added that Panamá “has been characterized for its willingness to continue strengthening democracy; an important effort today, more than ever before, when we are facing a complex situation” which, he said, the institution will be able to overcome.
The new Permanent Representative of Panama to the OAS obtained his law degree from the School of Law and Political Science from the Universidad de Panamá, and got a Masters degree on civil rights from the Law School at Tulane University in New Orleans, Louisiana.
His professional experience includes the law practice and lectures related to commercial law. In 1975 Ambassador Cochez was Permanent Representative of Panamá to the Intergovernmental Committee for European Migrations. Following that post he was appointed Secretary General of the Christian Democratic Party. He was responsible for leading the reenrollment of his party during the dictatorship.
