June 10, 2008
Within the framework of the Mission of Good Offices entrusted to the Secretary General of the Organization of the American States (OAS), José Miguel Insulza, the Vice-Minister of Foreign Relations of Colombia, Ambassador Camilo Reyes, and the Vice-Minister of Foreign Relations of Ecuador, Ambassador José Valencia, met today at the seat of the OAS in the city of Washington, D.C.
The Personal Representative of the Secretary General, Víctor Rico, informed that the vice-ministers agreed to a meeting of foreign ministers, if possible before the end of the month, at a location along the border to be agreed upon by both countries. In this gathering, the ministers will finalize the details of the reestablishment of diplomatic relations, and analyze the terms of the agreement they have been discussing in the meetings of vice-ministers arranged by the OAS.
At the beginning of the session, the vice-ministers expressed in the name of their respective governments their thanks to the Secretary General, José Miguel Insulza, for the steps taken together with President Carter to reestablish diplomatic relations at the level of charge d’affaires.
Rico added that during today’s meeting, the fourth such meeting under the auspices of the OAS, the Vice-Ministers of Foreign Relations of both countries made substantial progress. However, there remain several pending issues, which will be analyzed at a later meeting of vice-ministers, before the meeting of foreign relations ministers.
