OAS AND BRAZIL SIGN TECHNICAL COOPERATION AGREEMENT ON ELECTRONIC VOTING INITIATIVE FOR HONDURAS
October 14, 2005
The government of Brazil today signed a technical cooperation agreement with the Organization of American States (OAS) for the voting process in Honduras to be computerized and modernized.
“This will be an important development for Latin American countries,” said Minister Carlos Velloso, President of Brazil’s Supreme Electoral Tribunal, after signing the agreement along with OAS Assistant Secretary General Albert Ramdin during a ceremony witnessed as well by Permanent Representative of Honduras to the OAS Ambassador Salvador Rodezno.
Underscoring the commitment to promoting democracy and the popular will, Velloso outlined the long history of the Supreme Electoral Tribunal in this regard. He added that through this kind of cooperation, something was being done in the interest of democracy. “What can be good for Brazil can also be good for our Latin American brothers and sisters,” said Velloso, who was accompanied by a Brazilian delegation that included the Permanent Representative to the OAS, Ambassador Osmar Chohfi and other government officials.
In thanking the OAS, furthermore, he noted that the assistance of the hemispheric organization was instrumental in making Brazil’s commitment a reality.
Meanwhile, Assistant Secretary General Ramdin hailed the signing of the agreement as a concrete demonstration of the Brazilian government’s commitment that will help strengthen democracy and democratic governance in general and in Honduras in this particular instance. He touched on the importance of horizontal cooperation as reflected in Brazil’s bilateral support to other states of the Americas, and cited it as an example other OAS countries could follow.
“Without any doubt, this kind of assistance in modernizing and strengthening the electoral system—especially the voting process—will contribute to the credibility of elections in general,” Ramdin stressed, adding that besides simplifying the electoral process the Brazilian assistance will also strengthen horizontal cooperation within the framework of the inter-American system.
