Each year the OAS Secretary General publishes a proposed Program-Budget for the coming calendar year. The OAS General Assembly meets in a Special Session to approve the Program-Budget. Find these documents from 1998-2013 here.
Each year in April, the OAS Board of External Auditors publishes a report covering the previous calendar year’s financial results. Reports covering 1996-2016 may be found here.

OAS Assistant Secretary General Outlines Rules of Permanent Council

The Assistant Secretary General of the Organization of American States (OAS), Albert Ramdin, explained yesterday, after the Special Session of the Permanent Council requested by the Permanent Mission of Colombia, the rules and procedures that guide the convening of such Council sessions.
Ambassador Ramdin took the opportunity to explain that “the Rules of Procedure of the OAS Permanent Council are clear in the convening of Special Meetings.” Article 37 of the Rules provides for the OAS Permanent Council to “hold special meetings, in keeping with article 14 of its Statutes, when any representative so requests in writing, stating the purpose of the request.”
“It was in this context that the OAS Permanent Council convened a Special Meeting in response to the request sent by the Permanent Mission of Colombia on July 15, 2010,” Ramdin added.
Furthermore, the Assistant Secretary General, who also serves as Secretary of the Permanent Council, underscored the two mechanisms by which a meeting of this nature may be suspended: through a two-thirds vote of the Member States, pursuant to Article 53 of the Rules, or if the request is withdrawn by its proponent.
Finally, Ambassador Ramdin indicated that “this is a recognized practice that has been applied on previous occasions.”
