OAS to Advise Guatemala on the Purchase of Arms for the National Civil Police

The Organization of American States (OAS) will collaborate with the Government of Guatemala in the process of providing security equipment for their National Civil Police.
In response to a request from the Guatemalan authorities, the OAS Secretary General, José Miguel Insulza, confirmed that the Organization will support Guatemala in the process, which is meant to provide appropriate equipment to its police forces. Furthermore, he asserted that he had made contacts to identify independent experts that will form part of a group to advise Government authorities as they seek to guarantee transparency and obedience to the law.
The Organization of American States is the depositary of the Inter-American Convention against the Illicit Manufacturing of and Trafficking in Firearms, Ammunition, Explosives and Other Related Materials (CIFTA). This Convention promotes, at the hemispheric level, the necessary measures to guarantee safety in the manufacturing, importing, exporting, and confiscation of firearms. Guatemala ratified CIFTA in September of 2002.
The Secretary General stressed that Guatemalan authorities will receive the human and technical resources necessary to ensure the project’s success, and he emphasized that citizen security and democratic governance are priorities on the Organization’s agenda. It is expected that the first gathering of the group of advisors appointed by the OAS and government authorities could take place in Guatemala City in the next few days.
