Each year the OAS Secretary General publishes a proposed Program-Budget for the coming calendar year. The OAS General Assembly meets in a Special Session to approve the Program-Budget. Find these documents from 1998-2013 here.
Each year in April, the OAS Board of External Auditors publishes a report covering the previous calendar year’s financial results. Reports covering 1996-2016 may be found here.

OAS Secretary General Praises the Report by the Truth and Reconciliation Commission of Honduras

The Secretary General of the Organization of American States (OAS), José Miguel Insulza, today praised the contents of the report submitted by Eduardo Stein, of the Truth and Reconciliation Commission of Honduras – So the events may not repeat themselves, and said he hoped Honduran society would retake the active road towards facing the serious problems of its population: poverty, crime, and the need for economic and social development.
Secretary General Insulza also said the main lesson for the OAS is prove, through the facts of History, “that it would be very useful for us to have greater powers in facing crises.” He emphasized that it is harder to seek solutions to an ongoing crisis than working preventively in search of formulas to avoid the start of a crisis. He added that the OAS needs to be able to rely on preventive instruments because it is very difficult, faced with unleashed crisis, to return things to their prior state.
The head of the OAS called on Hondurans to listen to the call of President Porfirio Lobo, who during the ceremony of the report’s presentation spoke of tolerance as a central factor in reconciliation. Secretary General Insulza, who was a special guest at the event, highlighted that democracy is precisely a system to bring together and find agreement among diverse positions, which logically must exist in every society, and tolerance is key in such conciliatory efforts.
Before attending this morning’s event, held in the Children’s Museum in Tegucigalpa, the head of the hemispheric Organization met with President Lobo, and afterwards the two traveled jointly to the document’s presentation. In the afternoon, the head of the OAS paid a visit to former Honduran President José Manuel Zelaya, who hosted him along with his wife, their children and grandchildren, as well as former ministers from his cabinet, in his personal residence, the same from which he was violently removed by a military command on June 28, 2009.
