PANAMA CITY, Panama – The Organization of American States (OAS) has begun its electoral observation efforts related to next Sunday’s referendum on the proposed expansion of the Panama Canal.
OAS Assistant Secretary General Albert Ramdin heads the Electoral Observation Mission and will meet this afternoon with the international observers, who are participating in a training session.
Ambassador Ramdin, who was named Chief of Mission by Secretary GeneralJosé Miguel Insulza, will hold a series of meetings in the coming days with government leaders, electoral authorities, national observers and representatives of groups both in favor of and opposed to the proposal to add a third set of locks to the waterway.
“The decision that will be made next Sunday is in the hands of the Panamanian people,” Ramdin said. “The role of the OAS in this referendum, as in all the observation missions in which we participate, is to accompany citizens so they can freely express their will through their vote, and to contribute to people’s confidence in the process.”
In a ceremony tomorrow at 11:45 a.m., Ambassador Ramdin will sign an agreement with the authorities of the country’s Electoral Tribunal, which establishes the objectives and procedures of the OAS Electoral Observation Mission and guarantees access so the observers can carry out their duties.
The OAS team is made up of 50 observers in all, who come from 13 member states and observer countries. On Sunday, they will cover observation routes in seven of the country’s provinces and one indigenous community. This week, members of the team are also observing the technical preparations for the transmission of results and the vote count.
The observation process responds to an invitation by the government of Panama and the Electoral Tribunal. Funds for the mission have been donated by the Republic of Korea, the People’s Republic of China and the United States .
