OAS SPECIAL MISSION
FOR THE STRENGTHENING OF DEMOCRACY IN HAITI
June 24, 2003
The OAS Special Mission for the Strengthening of Democracy in Haiti wishes to express its concern in the wake of the unexpected resignation of the interim Director General of the National Police of Haiti, Mr. Jean Robert Faveur. The international community considers the professionalization of this institution and the consolidation of the rule of law in Haiti as the basis for its cooperation with the Haitian State. Certain allegations in the letter of resignation, as published, raise serious questions.
The OAS Special Mission in Haiti expects the President of the Republic to appoint a new Director General of the National Police of Haiti (PNH), in accordance with the law and according to necessary technical criteria and criteria of competence, to ensure stability and the proper functioning of this institution, the aim being to promote the process of professionalization that is already in train.
The provisions of resolutions CP/RES. 806, CP/RES. 822 and AG/RES. 1959 and the terms of reference signed by the Government of the Republic of Haiti and the OAS Special Mission should be implemented in a credible and determined manner in order to facilitate the conduct of the upcoming electoral process and put an end to the political crisis that persists in Haiti.
