Preliminary Report OAS Electoral Observation Mission to the Special Congressional Elections in Peru Begins Deployment

The Electoral Observation Mission of the Organization of American States (OAS), headed by the former Minister of Foreign Affairs of Paraguay, Eladio Loizaga, congratulates Peruvian citizens on a peaceful Election Day, on which approximately 76 percent of the electorate voted. It likewise congratulates the electoral authorities for their capacity to organize this special and unprecedented election in a short period of time.

The OAS/EOM in Peru was comprised of 35 observers and experts of 16 nationalities, who began their work in Peru on January 16, 2020. The Mission conducted an in-depth analysis of various key aspects of the electoral process, such as electoral organization, electoral technology, political financing, the political participation of women, indigenous peoples and Afro-descendants, and electoral justice.

To familiarize itself with the preparations for the process and the different perspectives on the election, the Mission met with political actors, electoral and government authorities, candidates, representatives of at least 10 participating political parties, academics, and members of civil society.

This special election was convened on September 30, 2019, following the dissolution of Peru's Congress decreed by the President of the Republic. The 130 congressmen and women elected on January 26, 2020 will complete the constitutional term of the dissolved Congress...
