CONMEMORACIÓN TERREMOTO HAITÍ DEL 12 DE ENERO DE 2010

Señor Presidente:

Gracias por incluir este tema en la agenda, a solicitud del Embajador de Haití.

Conmemoramos el día de hoy, en esta sesión en el Consejo Permanente, una gigantesca tragedia que ha marcado la historia reciente de Haití y de toda nuestra región. El décimo aniversario del terremoto del 12 de enero de 2010. Este sismo golpeó sin piedad a Haití. La destrucción fue implacable, el daño inconmensurable, el dolor, lo sentiremos para siempre.

El terremoto que devastó hace diez años a dicho país es un hecho que se mantiene en la memoria de todos. Ese 12 de enero, fallecieron más de 300.000 personas, otras 350.000 quedaron heridas, y más de 1,5 millones de haitianos perdieron sus hogares. Fue, sin duda, una de las catástrofes humanitarias más graves de la historia.

Entre los escombros se ahogaron muchos llantos. Es difícil que ningún haitiano sufriera aquel día la pérdida de un hermano o hermana, de un hijo o una hija, de una madre o un padre, de un ser querido, de algún otro familiar o amigo. Vaya desde aquí nuestras condolencias y un fuerte abrazo a todos ellos.

La tragedia provocó también una ola de compasión y de solidaridad internacional por parte de los países hermanos de Haití que corrieron en su ayuda inmediata. Es nuestra obligación como seres humanos, sí, pero no deja de ser un vivo ejemplo de que este es un grupo de naciones que vive en comunidad, con desafíos comunes que requieren soluciones conjuntas. En ese momento yo era canciller de Uruguay, Uruguay dio la donación más grande que ha dado en su historia, un dólar por habitante.

Ce cri de solidarité nous fait écho et nous amène à ce dixième anniversaire dans la certitude de notre conviction profonde que nous demeurons solidaires vis-à-vis d’Haïti. Le tremblement nous a permis de montrer le meilleur de nous-mêmes et nous nous attelons à cette tâche dans la reconstruction non uniquement dans sa dimension matérielle mais également sociétale.

En el décimo aniversario del terremoto de 2010, renovamos el compromiso de la Secretaría General de la Organización de los Estados Americanos con Haití y con el tema de desastres naturales.

Todos pueden contar con nosotros, con Haiti y con el tema de desastres natural. En este período for the first time of the history of the OAS disaster risk management was mainstreamed across all OAS projects and programs per executive order issued in 2017. In 2016 an Inter-American plan for sustainable development was approved, prioritizing actions for enhancing member states’ capacities in the sustainable management of ecosystem, sustainable energy management, prioritizing clean and renewable energy, disaster risk management, and integrated water resources management among others.

About disaster resilience a proposal for the consideration of OAS member states for strengthening the tools and entities of the Inter-American system to address natural disaster response have been developed. The proposal includes a restructuring of the fund to: A. Encourage financial contributions from OAS member states and permanent observers on an clear understanding that these funds will be used to support the deployment of response teams from OAS member states and to procure supplies equipment and services, such as transportation and lodging of these teams. B. Increase the ability of the general secretariat to mobilize financial resources to replenish the fund and consequently avoid the use of scarce financial resources from the operational budget.

And C: supplement the response provided by agencies of the Inter-American system such as PAHO and the Pan-American Development Foundation. The proposal is being reviewed by the committee on policies, we have secured $5000,000 dollars from the Department of State for a project aimed at building the disaster resilience of a small tourist enterprises in the Caribbean, implementation of which is to begin in the first quarter of this year. SEDI has partnered with the Inter-American Institute for Global Change and Research and we have worked very hard in training 649 persons from OAS member states in the use of the green energy management technologies standards and protocols, secured the adoption by member states of the SICA of a regional action plan prepared by SEDI to develop unified energy efficiency regulation standards, and to build institutional capacity to conduct energy efficiency measures and compliance assessments.
