The Regional Conference on Private Security will take place on March 19 and 20, 2025, at the headquarters of the Ministry of Governance of Guatemala, in Guatemala City.

The conference aligns with the mandates established by the OAS General Assembly and the efforts of the Department of Public Security (DSP) to strengthen the regulation, supervision, and proper functioning of private security companies in the region.

Additionally, it is organized with the support and collaboration of ICoCA, an international organization that promotes compliance with standards and best practices in the private security industry. The Ministry of Governance of Guatemala is the third partner in this regional event.

The conference will bring together government representatives, private sector stakeholders, civil society organizations, and academia in a space for dialogue and exchange of experiences and knowledge on the challenges and opportunities facing the private security sector in Central America.

The event is directly linked to the commitments outlined in the Central America Roadmap for the Prevention of Illicit Arms and Ammunition Trafficking and Proliferation, which was adopted by Central American countries and the Dominican Republic on February 12.

On the first day, the conference will feature four thematic panels, where experts will share experiences and best practices regarding sector regulation, security management, arms and personnel administration, and the incorporation of new information and communication technologies, including artificial intelligence.

The second day will include sectoral discussion tracks, where government representatives, companies, civil society organizations, and academic institutions will collaborate in identifying strategies and operational commitments to enhance the governance and regulation of the sector.

This conference represents a key step toward better regulation and supervision of the private security sector—ensuring greater efficiency, transparency, and quality while aligning with human rights principles and international humanitarian law, ultimately contributing positively to public security in the region.
