On October 21, 2022, with the presence and support of the ES-CICAD/OAS, through the Institutional Strengthening Unit, the inter-institutional agreement of the Therapeutic Justice Program was signed between the authorities of the state of Baja California Sur. Also, the Pilot Program was officially launched. Present at the event were the Governor of the State, the President of the Superior Court of Justice, the head of the Justice System Support Unit of the Ministry of the Interior, representatives of the National Commission on Addictions of the Ministry of Health, and the INL Office of the United States Embassy.

Baja California Sur stood out for being the first state entity in the country to implement therapeutic justice with the prosecutor involvement, through the procedural figure of reparatory agreement, as well as for being the first to implement it in the three possible procedural figures in the Mexican legal framework: using the figure of the conditional suspension of the process, and the penal substitute in the execution stage.
