Article VIII of the Statute of the Administrative Tribunal governs the procedure for addressing preliminary questions on jurisdictional and procedural issues that must be resolved prior to consideration of the merits of the case, for example, the Tribunal’s lack of jurisdiction or failure to meet the requirements for admissibility of the complaint.
