He delivered the document in person to President Santos in Bogota and forwarded it to all OAS Member States.

The Report has two parts: Analytical Report and Scenarios Report
The document was prepared by the OAS under the supervision of the Secretary General and resulted from a mandate of the Sixth Summit of the Americas.
