The IACHR selected Javier Palummo for the position of Special Rapporteur on Economic, Social, Cultural, and Environmental Rights (REDESCA) and forwarded this decision to the Secretary General of the Organization of American States (OAS), who expressed his agreement with the appointment.

The IACHR's selection was based on his professional qualities and experience and considered his technical capacity, leadership, and ability to work effectively with States, civil society organizations, and other actors in the Inter-American Human Rights System.

The process by which the Commission will select the head of REDESCA is governed by OAS regulations, the rules of procedure of the IACHR and takes into account gender parity and representation from the different regions of the Americas.

In an internal session on July 11, the Inter-American Commission on Human Rights (IACHR) selected the five finalists in the selection process for the position of Special Rapporteur on Economic, Social, Cultural and Environmental Rights, who will move on to the interview round.

In compliance with Article 15.4 of its Rules of Procedure, the IACHR received 739 letters and observations from OAS Member States and civil society in the framework of the public consultation held from June 7 to July 7 of this year, in compliance with Article 15.4 of its Rules of Procedure.

The IACHR appreciates the interest and commitment shown in the application and participation in the public consultation process of this public call for applications.

The Inter-American Commission on Human Rights (IACHR) examined the applications it received for the position of Special Rapporteur on Economic, Social, Cultural, and Environmental Rights (ESCER), in the context of the competition announcement posted on February 16, 2017. The ESCER Special Rapporteur will be responsible for supporting the IACHR in the fulfillment of its mandate to promote and protect economic, social, cultural, and environmental rights in the Americas.

The IACHR chose the following finalists for the position:

• Ana María Díaz, Curriculum Vitae in Spanish and English
• Alexandre Brasil Carvalho da Fonseca, Curriculum Vitae in Spanish and English
• Soledad García Muñoz, Curriculum Vitae in Spanish and English

The process by which the Commission selects the Special Rapporteur on Economic, Social, Cultural, and Environmental Rights is governed by the applicable rules and regulations. The publication of the names of the finalists opens up a public comment period. Member States, civil society organizations, members of academia, and other interested individuals or organizations may send in their comments on the candidacies through June 15, 2017. The IACHR will receive comments through this system until June 15, 2017, at midnight (Eastern Daylight Time).

The IACHR hopes to complete the selection process in July 2017, in the framework of its 163rd session, which will take place in Lima, Peru. The person designated ESCER Special Rapporteur could start work on August 15, 2017. Pursuant to Article 15 of the IACHR Rules of Procedure, the Rapporteur serves for a three-year period, renewable once, unless the mandate of the Rapporteurship terminates earlier.
