Purpose

The Leo S. Rowe Pan American Fund grants interest-free educational loans to outstanding students from Latin American and Caribbean OAS member States to help them finance their higher education in the United States. 

These loans are granted with the understanding that loan recipients commit to:

  • Repay the loan in full within a term of, at most, fifty-three months after completion of the studies or research program for which the loan is granted; and
  • Return to their home countries or any Latin American or Caribbean OAS member state within a year after completion of their studies in the United States.  

The Rowe Fund contributes to the economic and social advancement of developing countries within the region by providing supplementary financial aid to cover a portion of the cost of their studies in the United States.  At the same time, it fosters friendship and communication between the peoples of the region through the positive benefits of intellectual and educational exchange.
