The introduction describes the structure of the annual report and summarizes the progress made by the IACHR in 2023. It also discusses the status of Inter-American System instruments and progress on the ratification and signing of these.
Chapter II highlights the progress made on implementing the Strategic Plan 2023–2027 and the periods of sessions held in 2023. It lists the resolutions that were adopted and instances of cooperation with States and civil society. It also describes the IACHR’s relationship with the political organs of the OAS and discusses follow-up activities on recommendations and their impact.
Chapter II reflects the work carried out by the IACHR through its system of petitions, cases, precautionary measures, and friendly settlements and its work with the Inter-American Court of Human Rights.
Chapter III covers the activities of the 11 offices of the country and thematic rapporteurs, working visits, requests for information, approved reports, and promotional and training activities.
Chapter IVa summarizes the regional human rights situation and country perspectives in the following areas: democratic institutions, human rights, access to justice, citizen security, and equality and discrimination. This information is complemented by the annual reports from the Office of the Special Rapporteur for Freedom of Expression and the Office of the Special Rapporteur on Economic, Social, Cultural, and Economic Rights.
Chapter IVb—Cuba examines the human rights situation on the island, noting the lack of representative democracy and independence of the judiciary.
Chapter IVb—Nicaragua analyzes the serious human rights crisis in the country, which is characterized by the breakdown of constitutional and democratic order.
Chapter IVb—Venezuela describes the serious human rights crisis in the country resulting from the absence of the rule of law and the deterioration of democratic institutions.
Chapter IVb—Guatemala highlights the intensification of judicial persecution and the criminalization of individuals in the judicial sphere in a context of continuous deterioration of human rights and the rule of law.
Chapter V—Brazil follows up on the recommendations made in the “Human Rights Situation in Brazil” report.
Chapter V—El Salvador follows up on the recommendations made in the “Human Rights Situation in El Salvador” report.
Chapter V—Mexico follows up on the recommendations made in the “Human Rights Situation in Mexico” report, approved on December 31, 2015.
Chapter VI includes information on the IACHR’s structure and personnel; financial resources and budget execution; planning, resource mobilization, and project management; and the technological advances achieved in 2023.
